Missing DLL - Doesn't even Install

C'mon guys, I've got a brand new Windows 8 Laptop & this app doesn't even install. Complains about a missing DLL, that should really not be happening. Either Intel's 'AppUp' installer is causing the issue or the developer didn't even test to see if it works.
